Dr. Richard Moss is a native of Arkadelphia and currently resides in Jacksonville, AR. He is employed by the University of Arkansas – Pulaski Technical College as the Director of the STEM Success program. The US Department of Education has a focus on increasing the retention and graduation of African Americans students entering STEM careers and majors.
He earned a Bachelor’s degree in Political Science from the University of Arkansas at Little Rock and a Master’s degree in Public Administration from the school as well. He earned a PhD in Public Policy, with a focus on education policy, from the University of Arkansas.
Dr. Moss has been very active in his community. He currently serves on the Pulaski County Children Communities and Youth Services Advisory Board, where he is the chair. Dr. Moss recently completed a second term on Jacksonville North Pulaski School District Board. He served on the Board of Directors for the Jacksonville Chamber of Commerce from 2013 to 2019. In 2017 he served as the Chairman of Board for the Chamber, the first African American to hold that position. He was member of Class XXII of Leadership Greater Little Rock and served on the Alumni Board of Directors for the program for 6 years. He has also served as president of the Young Black Professionals of Arkansas. Dr. Moss is a 2020 graduate of the Arkansas Community College’s Leadership Institute.
He is a member of Phi Beta Sigma Fraternity, Inc., Lambda Gamma Sigma chapter, in Conway AR, where he is the Immediate President. Dr. Moss served the Southwestern Region as secretary from 2004-08 and the Director of Education from 20016-18. In 2006, he was selected as the Argel Oatis Sigma Man of the Year for the Southwestern Region and received the Daniel McDaniels Educator of the Year Award in 2011 and 2014. A Life Member of the Fraternity, he currently serves as the Chief of Staff for the Director for the Southwestern Region.
